1Purpose and Scope of Application
The AT28E-IC3 three-phase electronic prepaid energy meter is a new generation of intelligent energy meter developed and produced using advanced microelectronics technology and SMT process. Its purpose is to measure three-phase AC active energy with a frequency of 50Hz/60Hz, and to complete prepaid energy management and load control functions of buying electricity first and then using electricity. It is an ideal product for China's reform of the electricity system, implementation of planned electricity consumption, and energy conservation.
The electric energy meter should be installed inside an indoor or outdoor meter box, in an environment with a temperature range of -25 ℃ to 55 ℃ and a relative humidity not exceeding 90%.
This product complies with all technical requirements of Level 1.0 three-phase electronic energy meters in IEC1036 and GB/T17215.321-2008 standards, as well as prepaid energy meters in GB/T18460-2001.

RS485 communication interface can be selected, and the communication protocol can be selected as Modbus RTU or DLT645-1997 or DLT645-2007.

2Main functions and features
2.1. Fully electronic three-phase active bidirectional energy metering.
2.2. It has the characteristics of high precision, high overload, high sensitivity, anti-theft, low power consumption, and small size.
2.3 IC card prepayment function: First purchase electricity, then use electricity. The power supply department can set parameters such as user pre purchased electricity, remaining electricity alarm, maximum load, etc. through the computer sales management system, and transmit them to the energy meter through the IC card.
2.4 Data Read Back Function: When the IC card is inserted into the electricity meter to read data, it can read back the total electricity consumption, total purchased electricity, remaining electricity, negative electricity in the meter, and other data to the IC card, and then accurately read them out in the electricity sales system.
2.5. The electricity meter has a maximum load control function and can set the electricity load arbitrarily.
2.6. When the remaining power reaches the alarm value, it can be set to automatically power off when the user is not using electricity, reminding the user to purchase electricity in a timely manner.
2.7. Automatic protection of data in the meter during power outages to ensure that data is not lost for 10 years.
2.8. The electric energy meter adopts an 8-bit LCD screen with Chinese character information attached, displaying electricity consumption information. Various electricity parameters can be rotated by inserting a card.
2.9. The data in the table is checked and error corrected, and is encrypted at multiple levels to ensure data security, accuracy, and reliability.
2.10. Ensure one meter and one card, and users can only insert their own meter to input valid electricity once after each new purchase; Even if an illegal user steals the IC card password, copying the IC card cannot be used; The IC card has been repeatedly used over a thousand times. The card holder inside the meter is completely insulated from the external power supply to ensure the safety of users' electricity usage.
2.11. The direct access type adopts a built-in high-power magnetic holding relay to control power on and off; The current transformer is connected by an external AC contactor or an automatic air switch to control the on/off state.

6Wiring diagram
6.1 Wiring Method 1

Note: The sampling voltage signal and working power supply of the electric meter are taken from the incoming terminal of the circuit breaker, and the passive contact incoming voltage (functional signal terminal 4) that controls the circuit breaker trip coil is taken from the outgoing terminal of the circuit breaker.

For the connected type of transformer, special attention should be paid to whether the functional signal terminals are 1-10. If not, please wire according to method two, and the functional terminals are 11-18; And after connecting the electrical circuit, a trip test should be conducted. Short circuit the functional terminals 4 and 5 or 14 and 15, the circuit breaker should trip, and the electricity meter should display normally.

6.2 Wiring Method 2

For the prepayment of transformer access type, the tripping function is achieved by controlling the trip coil of the circuit breaker. During the test, the electrical circuit is connected,
